Operation ‘Trick or Treat’ – A Major Drug Bust Reported In Yonkers



YONKERS, NY — October 31, 2017 —Mayor Mike Spano and Police Commissioner Charles Gardner announced a series of arrests which took place yesterday throughout the City of Yonkers, targeting street level drug dealers and suppliers as a result of an intensive fourteen-month long investigation. ‘Operation Trick or Treat’ is a collaborative law enforcement effort between the Yonkers Police Department, the Westchester County Department of Public Safety, the U.S. Drug Enforcement Administration, and the Westchester County District Attorney’s Office
Members from our Department and our law enforcement partners began executing arrests beginning early yesterday morning, targeting thirty-one (31) offenders who have been the subject of this investigation. The majority of these arrests took place on the west side of our City. The defendants are facing felony charges of varying degrees of Criminal Sale of a Controlled Substance. During the investigation, under-cover officers were utilized, and large quantities of heroin, cocaine, crack-cocaine, and prescription pills were purchased from these street level drug dealers and suppliers.
‘Operation Trick or Treat’ is the second major heroin enforcement operation carried out since the Yonkers Police Department began the H.E.A.R.T. initiative in April of 2016. The H.E.A.R.T. initiative (Heroin Enforcement and Assistance Response Team) is designed to tackle the opioid crisis by focusing on a three prong approach: prevention & education, assistance, and enforcement.
Mayor Mike Spano stated, “I commend the great work of our Yonkers Police Department and our partnering agencies in law enforcement for their steadfast commitment in taking our streets back from the perils of drugs and drug addiction. We continue to work diligently to ensure our communities are rid of these offenders so we can provide for a safer city.”
Yonkers Police Commissioner Charles Gardner stated, “Due to the hard work and diligence of our Yonkers Police Officers and colleagues in law enforcement, these drug dealers have been removed from our communities and delivered into the Criminal Justice System. The Yonkers Police Department is committed to ensuring the safety of our residents and will continue to target those individuals who prey on our citizens.”
DEA Special Agent in Charge James Hunt stated, “Yesterday’s enforcement operation culminated a fourteen-month investigation that targeted narcotics related crimes and drug trafficking. Nobody wants drug dealers in their neighborhood and by arresting 25 dealers and suppliers, safety will be restored to the residents of the City of Yonkers.” SAC Hunt would like to thank all our partners in law enforcement.”
Westchester County District Attorney Anthony A. Scarpino Jr. stated, “Drug dealers profit by planting seeds of addiction throughout our communities. The arrests of these individuals puts drug dealers in the City of Yonkers and, indeed, throughout the County of Westchester on notice that we will use whatever resources necessary to remove them from our streets and rid our communities of the poison they peddle.”
As of today, twenty-five (25) defendants have been apprehended with six (6) offenders still at large. The investigation is on-going and we anticipate additional arrests – see attached poster for details. YONKERS SOLDIER KILLED: Tacoma, WA Police Seeking Help Finding Yonkers Soldier's Killer


An outpouring of sympathy appeared online through Facebook from friends in Private Da'Quan Foster's hometown of Yonkers

Tacoma police are offering a $1,000 reward for information leading to an arrest of the person who shot and killed a Joint Base Lewis-McChord (JBLM) soldier in front of his wife.

Twenty-two-year-old Pvt. Da'Quan Foster, From Yonkers, NY was gunned down early Sunday morning at a restaurant on Tacoma's south side. 


Tacoma police say Foster came out to Latitude 84 with his wife and friends Saturday night. The restaurant, which also is a late night spot, is in the 8400 block of South Hosmer in Tacoma.

Tacoma police said Foster comes from Yonkers, N.Y. and has been stationed at JBLM for roughly a year. Foster's wife was injured in the hand during the shooting. Foster had young child.

Tacoma Police Public Information Officer Loretta Cool said Foster and his party tried to walk away, but the suspects opened fire on them, “Callous and casual and again, we would hope that we would be able to identify the people who did this or the person who did this and be able to hold them accountable," Cool said.

 She stressed that Foster was walking away and may have had his back turned when the suspects opened fire. “To be completely disengaged and to walk away and then to basically have somebody shoot you from behind, I would think that people would want them identified and captured," Tacoma Police Public Information Officer Loretta Cool said.

Many praised the 22-year-old Yonkers soldier for his service and accomplishments as a husband and father....

Tacoma Police Public Information Officer Cool said Tacoma police have few leads so they're hoping publicity will get some results. “This man appears to have been murdered for no reason, nothing that he was involved in. We're asking that people help us to determine what happened.”

Tacoma police are asking anyone who was in the area who have video or saw something to contact the authorities in Pierce County.

Karate Coach Is Charged With Abuse - NYTimes.com

WHITE PLAINS — The owner of a karate school in Yonkers was indicted today on charges that he sexually assaulted a 16-year-old female student in May, the Westchester District Attorney's office said.

It is the third case brought in roughly a year that has involved accusations of sexual misconduct against.....

....The suspect in the Yonkers case, Rui Benros AKA "Ben" AKA "Ru Ros", is accused of fondling the student on May 13, during her first lesson at the Shu Ku Kai Karate School at 116 Lake Avenue. Mr. Benros was charged with first-degree sexual abuse and endangering the welfare of a child. Second Meeting

The student, who was not identified, left the school uninjured immediately after the attack. She told her mother about the incident, and both reported it to the police in Yonkers the same day, the authorities said.

"It was only the second time she saw the guy," said Lieut. #WilliamDrain, the head of the major case squad for the Yonkers Police Department.

"She resisted and she left."

Mr. Benros, who also volunteers as an instructor at the Boys and Girls Club in Yonkers, could not be reached for comment.

The incidents in Westchester County have come at a time when experts say female athletes and their parents have complained in increasing numbers.....

And either way, the watch is also now at the center of renewed campaign vitriol in the already close and heated race for County Executive.

Scary books: 'The Ultimate Evil' by Maury Terry


...what got me worse was a book about David Berkowitz, better known as the .44 Caliber Killer and best known as Son of Sam.

The book attempted, among other things, to connect Berkowitz to Manson.

Berkowitz was the sole person arrested and convicted in the Son of Sam shootings that plagued New York City in 1976 and 1977.

Wielding a powerful weapon, a Charter Arms .44 caliber Bulldog, Berkowitz mainly attacked women with long, dark hair, particularly those parked in lovers' lanes with their boyfriends.

He killed six people and wounded seven; the death toll probably would've been higher if the revolver weren't so difficult to control.

Son of Sam, like the West Coast's never-captured Zodiac Killer, wrote taunting letters to police and to a newspaper, in this case New York Daily News columnist Jimmy Breslin.

Some letters were darkly poetic, the imagery unforgettable.

When Berkowitz finally was arrested in Yonkers, he supposedly smiled at a police officer and said, “Well, you got me. How come it took such a long time?”

In his confession, Berkowitz claimed that he was driven to kill by his former neighbor's Labrador retriever, Harvey, who demanded blood.

The dog was owned by Sam Carr. Berkowitz pleaded guilty to all of the murders and has been incarcerated ever since.

Today he denies he was possessed by the dog, but one thing he said in a post-trial letter became the linchpin of the book that would later terrify me: “There are other Sons out there. God help the world.”

Maury Terry wholeheartedly believed Berkowitz was telling the truth about “other Sons.”

In his late 1980s book, “The Ultimate Evil,” Terry drew a pretty convincing line from Berkowitz to two of Sam Carr's sons, both of whom died violently after Berkowitz's arrest.

The line extended beyond them to a supposed satanic cult operating in Yonkers and beyond that to Manson and a larger cult,

The Process, as well as to other murders, including the death of a Hollywood movie producer. Bolstering Terry's theories were the facts that some police officers who worked the case thought Berkowitz didn't act alone and that witness descriptions of the shooter and his getaway car varied.

The book, its cover dominated by a drawing of a fierce dog, scared me half to death.

The idea of one Son of Sam was bad enough; the possibility of there being a whole cadre of cult killers was terrifying.

I was young. I wanted to be a crime writer. I believed every word....

Yonkers City Council President, Democratic candidate Mike Khader has received some endorsements, but there is one endorsement and support, Khader has refused, and that is of #JosephSpiezio.

Seeing the toxicity #JoeSpiezio's support brings with it, as in Mount Vernon Mayor Richard Thomas' administration, his connection to Republican County Executive Robert Astorino. Khader has removed all references, photos and videos of Spiezio From his website and social media pages.

Khader who has done work as a lawyer for Spiezio has been going to great lengths to distance himself from the controversial Mount Vernon / Yonkers garbageman.

True Yonkers Democrats were in an uproar when Mayor Thomas, who is known in Democratic circles as the Turncoat Democrat, was seen playing a prominent role at Mike Khader's Kick off fundraiser.

Rumor spread fast throughout the Yonkers City workers that the election of Khader with Spiezio ruling like he rules in Mt. Vernon would lead to privatization of DPW with Spiezio company takeover and dissolve the union.

Not to mention the detail expose by the Journal News of possible criminal and unethical activities of Thomas and Spiezio in Mount Vernon.

Mike Khader who received alot of bad press for his alleged connection to Joe Spiezio who is still a a client of the Khader law firm.

There are many lawsuits still pending in which he represents the reputed garbageman and Deputy Police Commissioner of the Mount Vernon Police Department  (none currently having to do with the City of Mount Vernon).

There are those who think Joe Spiezio was bankrolling Mike Khader's candidacy to get back into Yonkers political circles.

WHITE PLAINS— Yonkers Mayor Mike Spano, who was the keynote speaker at HGAR’s Commercial Investment Division on Oct. 26, said that one of his administration’s main goals has been to change the city’s negative image that at least in part was caused by the school desegregation case that garnered national headlines in the late 1980s.

In addition, he charged the city’s image suffers from local media focusing too much on crime.

Also, the recession nearly 10 years ago derailed a promised economic revival along the waterfront. Each factored into the decision by developers and investors to pass over the city for places like Brooklyn and Jersey City, despite the fact that Yonkers is closer to Manhattan.

Mayor Mike Spano said the administration knew it had an image issue it had to deal with for the city to bring in new investment.

Mayor Mike Spano noted that several years ago the City Council unanimously approved affordable housing legislation and his administration has worked daily to promote the positive news that takes place each day in #Yonkers.

Now nearly three decades from when the landmark school desegregation played out in Yonkers, the mayor stressed to the more than 70 attendees of the CID session, that the city has markedly changed since then.

Mayor Mike Spano related that there are Yonkers residents that represent 100 nationalities that speak 60 different languages.

“We have become a city that embraces our diversity,” Mayor Mike Spano said.

During his presentation the Mayor Mike Spano noted that there are 1,088 housing units under construction in the city at present, with another 966 units approved for development.

Mayor Mike Spano added that the development pipeline includes approximately 4,000 units that will be built along the city’s waterfront......

The Westchester County Fair Campaign Practices Committee has ruled that #MikeKhader has engaged in unfair campaign practices. The group, founded by the League of Women Voters, ruled this week that the Council President candidate was guilty on seven counts of lying about his opponent's record.

John Alev, campaign manager for Khader's opponent, the incumbent Council President Liam McLaughlin, said he felt vindicated by the Committee's ruling. "Mike Khader is a political insider who is resorting to spreading outright falsehoods to hide the fact that he has failed to pay his taxes, bills and creditors," he said.

"The Fair Campaign Practices Committee has seen through Khader's deception," Alev said. "Yonkers residents already cannot trust Mike Khader to manage their finances, or his own. Now they know they also cannot trust a word he says."

Alev referenced a recent article in the October 20th edition of Yonkers Rising which reported "the New York State Department of Taxation and Finance issued two tax warrants after Khader failed to remit workers' compensation taxes for his employees. He was found guilty by default judgement and ordered to pay his back taxes with interest, penalties and fees."

"Khader was also accused of being in derogation of his fiduciary responsibilities and obligations as an escrow agent in a lawsuit concerning a real estate transaction. Judge Nicholas Collabella ruled that Khader had to release $6,000 in escrow funds. And last year, Khader was sued by American Express for a lack of payment in the amount of $55,795 for his Amex bill," it reads.

The Westchester County Fair Campaign Practices Committee's ruling found that Khader had engaged in unfair campaign practices seven times. It ruled Khader lied about Council President McLaughlin's record on taxes, spending and other issues. Khader also mislead the public by inferring that Council President McLaughlin was responsible for water rate increases. It also noted that Council President McLaughlin was actively involved in the fight for school funding in Yonkers.

FINDINGS IN THE COMPLAINTS OF LIAM MCLAUGHLIN, CANDIDATE FOR YONKERS CITY COUNCIL PRESIDENT, AGAINST MIKE KHADER, CANDIDATE FOR THE SAME POSITION

ELMSFORD, NY (October 20, 2017) - The Westchester County Fair Campaign Practices Committee met on October 19, 2017 to hear the complaints of Liam McLaughlin, candidate for Yonkers City Council President, against Mike Khader, candidate for the same position. Mr. McLaughlin was represented by Chris Arnold. Mr. Khader was represented by Saad Siddiqui.

COMPLAINT 1: Mr. McLaughlin complained that, on a palm card posted on the Yonkers Tribune blog, Mr. Khader engaged in an unfair campaign practice when he suggested that Yonkers changed for the worse "after 16 years," during which McLaughlin allegedly served in office.

FINDING: Unfair
The time frame suggested in this accusation is inaccurate. There were several years during the period when Mr. McLaughlin was first in office until the present when he did not serve in an elected position.

COMPLAINT 2: Mr. McLaughlin complained that Mr. Khader engaged in an unfair campaign practice when he claimed that taxes had doubled since Mr. McLaughlin was elected.

FINDING: Unfair
The claim that taxes had doubled since Mr. McLaughlin was elected is not supported by data the Committee was provided, nor is the term "taxes" explained. There are many kinds of taxes controlled by various entities.

COMPLAINT 3: Mr. McLaughlin complained that Mr. Khader engaged in an unfair campaign practice by stating in his campaign literature that, "Yonkers water bills have gone up 585% since Liam was first elected 18 years ago."

FINDING: Unfair
Yonkers water bills are based mainly on charges from the City of New York to Yonkers, and documentation provided to the Committee did not show that rates had increased that much. The inference that he is responsible is misleading.

COMPLAINT 4: Mr. McLaughlin complained that Mr. Khader engaged in an unfair campaign practice when he made the statement that spending went up 338% in Yonkers.

FINDING: Unfair
The statement that spending went up 338% in Yonkers is confusing because there are many different types of taxes, such as municipal and school taxes, and the statement was not specific. Also, taxes are set in Yonkers by various entities. In addition, budget numbers were used to determine the 338% increase, but it was not clear that the starting and ending numbers included the same components.

COMPLAINT 5: Mr. McLaughlin complained that Mr. Khader engaged in an unfair campaign practice when he claimed that Mr. McLaughlin "lines his pockets with our tax dollars."

FINDING: Unfair
While Mr. McLaughlin did vote twice, along with the City Council, to raise salaries of
Councilmembers, the Committee found that the term "lines his pockets" implied some kind of impropriety when that was not the case.

COMPLAINT 6: Mr. McLaughlin complained that Mr. Khader engaged in an unfair campaign practice when he indicated that Mr. McLaughlin unilaterally controls taxes in Yonkers and residents are struggling with "his tax hikes."

FINDING: Unfair
The implication that Mr. McLaughlin unilaterally controls taxes in Yonkers is false. His is one vote on the City Council and Yonkers taxes are set by various entities.

COMPLAINT 7: Mr. McLaughlin complained that Mr. Khader engaged in an unfair campaign practice when he indicated that Mr. McLaughlin was "absent in the fight for school funding."

FINDING: Unfair
Mr. McLaughlin was actively involved in school funding efforts.

NEWS 12 - Tenant: Postal police slow to respond to stolen Yonkers rent checks

YONKERS - Tenants in Yonkers say a mail thief recently stole rent checks from a mailbox – and they have yet to see a response from postal police.

Mike Uveges says he mailed his rent check from the USPS drop box on Yonkers Avenue near Kimball Avenue.

His bank account showed the check had been cashed, but to the wrong person. Uveges told News 12 that the check "payee" section was altered, as well as the "for/memo" section.

His landlord says the same thing happened to nine other tenants who used the same mailbox. Uveges called the bank, which temporarily refunded his money, then called police who referred him to the postal police......

At a recent candidate’s forum, Yonkers City Council Candidate Mike Khader boasted about having bought his house here in Yonkers.

He claims to have made a major investment in our community. Yet according to his Yonkers Real Property Transfer Tax Form, it can clearly be seen that he paid nothing for his house.
Who is given a house for free? .
By receiving this “no consideration transfer,” has the Khader Family either conspired to avoid paying the Yonkers Real Estate Transfer Tax and Mortgage Recording Tax, or has Mike Khader not purchased a home at all?

PRESS RELEASE: Yonkers Ukrainian American Veterans Award Scholarships For 2017


YONKERS, N.Y. – The recipients of Ukrainian American Veterans Scholarship Awards will be officially announced at the UAV’s 70th annual national convention in Yonkers, N.Y., on November 2-4. 

The UAV Scholarship Committee selects and awards scholarship money to matriculated undergraduate college students.

The purpose of the scholarship awards is to help students pay for books or school supplies. Students are required to write an essay (400-500 words) about a current military or related topic.

The topics for this year are: the war on terrorism, human rights, negative effects of wars on American veterans, Russian aggression on sovereign countries and Ukrainian-American veterans’ contributions to America’s wars.

Students can chose one of these five topics for their essay. Other criteria considered for a scholarship are academic achievement and extracurricular activities.
This year, seven students applied and received scholarship awards.
• Alexander Geba (Massachusetts) attends Bridgewater State University and is majoring in business and marketing. He is the recipient of the $500 award in memory of Michael Demchuk, who started the UAV Scholarship Fund in 1992-1993.
• Deanna Marie Koski (New York) attends Pace University and is majoring in production and design for stage/art history. She is the recipient of the UAV Ladies Auxiliary award of $400.
• Brandon Paul Hrycak (New Jersey) attends California State University – Chico and is majoring in computer information systems. He is the recipient of the $400 award from UAV Post 40.
• Anna Terrebetzky (New York) attends Hunter College, is majoring in English-linguistics and rhetoric, and is a student of the Thomas Hunter Special Honors Program. She is the recipient of a $300 award.
• Laryssa Natalie Horodysky (New Jersey) attends Gettysburg College and is majoring in international affairs and political science. She is the recipient of a $300 award.
• Lily Anne Lynch (New York) attends Nazareth College of Rochester and is majoring in international relations. She received a $250 award.
• Leticia Grace Rankin (California) attends Grand Canyon University and is majoring in elementary education. She received a $250 award.
The scholarship committee has extended thanks to all the students for participating and wished them a successful school year. Thanks were also expressed to all who donated to make the UAV scholarship awards a success.
Students interested in applying for the UAV Scholarship Award should fill out an application, send their college transcript (unofficial copy), write an essay on one of the topics specified and e-mail a high-quality digital photo of themselves. Applications are available on the UAV website, www.uavets.org, and all required information may be submitted electronically.
To be eligible for a UAV scholarship, applicants must be descendants of or related to Ukrainian American Veterans. Applicants should be full-time undergraduate college students in a degree program. Moreover, students attending accredited trade schools or institutions that have a degree program also are eligible. Students can apply while in their senior year in high school; college attendance will be verified before the awards are given in the fall semester. Applications are accepted all-year around, and the deadline for the upcoming academic year is August 31. Students may reapply for a scholarship award in subsequent years.

NEWS 12: Separate shootings rock Yonkers

YONKERS - Two separate shootings have kept Yonkers police busy today.

The first shooting happened around 2 a.m. today near Herriot and Jackson streets. Officers says they heard the shots, but when they arrived, they found shell casings and blood but no victim.

According to an initial investigation, police say three people approached a group and two of them fired shots. Police say this was not a random act.

The second incident happened this morning on Riverdale Avenue. Police say the 21-year-old victim was shot while leaving his home.....

WHITE PLAINS — The owner of a karate school in Yonkers was indicted today on charges that he sexually assaulted a 16-year-old female student in May, the Westchester District Attorney's office said.

It is the third case brought in roughly a year that has involved accusations of sexual misconduct against.....

....The suspect in the Yonkers case, Rui Benros AKA "Ben" AKA "Ru Ros", is accused of fondling the student on May 13, during her first lesson at the Shu Ku Kai Karate School at 116 Lake Avenue. Mr. Benros was charged with first-degree sexual abuse and endangering the welfare of a child. Second Meeting

The student, who was not identified, left the school uninjured immediately after the attack. She told her mother about the incident, and both reported it to the police in Yonkers the same day, the authorities said.

"It was only the second time she saw the guy," said Lieut. #WilliamDrain, the head of the major case squad for the Yonkers Police Department.

"She resisted and she left."

Mr. Benros, who also volunteers as an instructor at the Boys and Girls Club in Yonkers, could not be reached for comment.

The incidents in Westchester County have come at a time when experts say female athletes and their parents have complained in increasing numbers.....

PRESS RELEASE: Elmsford Man gets Long Sentence For Yonkers Shooting Death


WHITE PLAINS – An Elmsford man has been sentenced to 50 years to life in state prison for the fatal shooting of a passenger sitting in a parked car in Yonkers in 2015, and seriously wounding the man in the driver’s seat.


Dontae Degree, 30, of Elmsford, was found guilty by a jury trial in February of murder, attempted murder, assault and criminal possession of a weapon.

On August 25, 2015 at about 1:35 p.m., several gunshots rang out in front of 127 Morningside Avenue in Yonkers. 

A city police officer who was nearby raced to the location and discovered two men who had been shot sitting in the front seats of a Hyundai Sonata.

Degree had crept up behind the car occupied by the victims and fired several shots a them. Kenneth Hill, who was sitting in the front passenger seat, was killed. Roylin Fairclough was seriously injured but survived.

Hill was shot in the head, neck and spinal cord. Fairclough was shot in the head, shoulder and back. He underwent surgery at an area hospital.

Degree was arrested by Yonkers Police on October 19, 2015.
